(Planning Case <br />MA2021-002) <br />Introduction: <br />The applicant, The Villas of Mounds View, LP (MWF Properties), is proposing to redevelop the <br />former Skyline Motel site into The Villas of Mounds View, consisting of a 120-unit apartment <br />building. The project will feature senior (55+), affordable housing. The Planned Unit <br />Development and Development Review relate to the physical development of the apartment <br />building. <br />Discussion: <br />It is the intent for Planned Unit Developments (PUD) to achieve higher standards for <br />development than would be required if meeting the minimum standards of the City Code'. This <br />can only be accomplished by allowing variations from the strict regulations of the Code (e.g. <br />reduction in lot dimensions, building setbacks, etc.), without requiring variances. This is <br />because the project is unlikely to meet the six criteria for approving a variance to the Code.2 <br />PUD's are common for large projects (e.g. Gray Stone Flats, Bel Rae Senior Living) in which the <br />project is more valuable to the City, than following the strict standards of the Code. <br />In the case of The Villas, deviations from the Code include; increased density; decreased <br />parking; decreased building setbacks; and increased building height. In return, the project will <br />provide affordable housing, and a number of private amenities. Without a PUD, the project <br />(120-units) is not economical. <br />A Sketch Plana was reviewed by the Planning Commission on July 21, 2021, and by the City <br />Council on July 26, 2021. No significant changes have occurred since then. <br />Analysis: 4 <br />Comprehensive Plan The Comprehensive Plan guides the project area and the north <br />section of the Bauer Welding property (2159 Mustang Drive) as <br />Mixed Use.
