Item No: 08D Meeting Date: December 13, 2021 MOUNDS VIEW Type of Business: CB A Administrator Review: city of mounds View starf Report To: Honorable Mayor and City Council From: Nyle Zikmund, City Administrator Item Title/Subject: Resolution 9509, Approving On -Sale Intoxicating Liquor License Renewal for American Multi -Cinema, Inc. for the property located at 2430 Mounds View Boulevard Background: In accordance with Chapter 110, American Multi -Cinema, Inc. (AMC) has applied for an on -sale intoxicating liquor license to sell beer and wine at the AMC Mounds View 15 Theater. Discussion: As you know, New Vision Theaters was the previous operator of the Mounds View 15 Theater. The business was sold to AMC, Inc. who was issued a four -month liquor license in August of this year (which included Sunday Sales and an optional 2:00 a.m. liquor license that expires 08/22/2021). Also in November of this year, Ordinance 981 was adopted which changed the liquor license expiration date for Mounds View licenses from June 30 to December 31. Therefore, AMC's liquor license will expire December 31, 2021 and they want to renew for 2022. The remaining Mounds View business licenses will expire June 30, 2022. At that time, the City will issue either a 6-month license or an 18-month license to bring them all into conformance with the December 31 license expiration date. The following investigations and inspections were conducted for AMC Mounds View 15: Mounds View Police Department The Mounds View Police Department has issued a satisfactory background report for Kevin Connor, Senior Vice President, General Counsel and Secretary, representing American Multi - Cinema, Inc. (AMC, Inc.) City Billing (Mounds View Finance Department)/Ramsey County Property Taxes) The theater is up to date on all water/sewer bills and there are no outstanding city -related fees or property taxes due for this property. Fire Inspection (SBM Fire Department) Inspector Schoeman has indicated there are no current code violations. Recommendation: Staff recommends approving Resolution 9509 issuing an On -Sale Intoxicating Liquor License to American Multi -Cinema, Inc. (to include Sunday Sales and optional 2:00 a.m. liquor license), 2430 Mounds View Boulevard. This license will expires December 31, 2022.
