Mounds View City Council November 22, 2021 <br />Regular Meeting Page 4 <br />1 Mayor Mueller asked if Mr. Holt would be boarding and selling strays for testing purposes. Mr. <br />2 Holt commented this was not part of his business model. He reported he had a shelter background <br />3 and he had a heart for boarding and caring for animals. <br />4 <br />5 Council Member Meehlhause questioned if the privacy fence would be solid. Community <br />6 Development Director Sevald reported this was the way the condition was written. <br />7 <br />s Council Member Meehlhause inquired if the fence could be eight feet in height. Community <br />9 Development Director Sevald indicated this change could be made. Mr. Holt requested the fence <br />10 remain at six feet. <br />11 <br />12 MOTION/SECOND: Hull. To Waive the Reading and Adopt Resolution 9492, Approving a <br />13 Commercial Dog Kennel License at 5491 Adams Street. <br />14 <br />15 The motion failed for lack of a second. <br />16 <br />17 MOTION/SECOND: Bergeron/Cermak. To Waive the Reading and Adopt Resolution 9492, <br />18 Denying a Commercial Dog Kennel License at 5491 Adams Street. <br />19 <br />20 Ayes — 4 Nay — 1 (Hull) Motion carried. <br />21 <br />22 City Attorney Riggs stated the next action that should be taken by the Council would be to direct <br />23 staff to prepare a motion for denial of the Conditional Use Permit. <br />24 <br />25 MOTION/SECOND: Bergeron/Meehlhause. To Direct Staff to Prepare a Motion for Denial of <br />26 the Conditional Use Permit at 5491 Adams Street. <br />27 <br />28 Ayes — 4 Nay — 1 (Hull) Motion carried. <br />29 <br />30 Mayor Mueller addressed Mr. Holt and wished him well in his future endeavors noting the Council <br />31 was concerned that this space was too small to adequately serve as a dog kennel and boarding <br />32 facility. <br />33 <br />34 B. Public Hearing: Second Reading and Adoption of Ordinance 985, Amending <br />35 the Zoning Map for Properties at 4889 Old Highway 8 and 4943 Old Highway <br />36 8. ROLL CALL VOTE <br />37 <br />38 Community Development Director Sevald requested the Council hold a public hearing and adopt <br />39 an Ordinance amending the Zoning Map for the properties at 4889 Old Highway 8 and 4943 Old <br />40 Highway 8. He discussed the history of this property noting it was part of the Skyline <br />41 redevelopment. <br />42 <br />43 Mayor Mueller opened the public hearing at 7:19 p.m. <br />44 <br />45 Hearing no public input, Mayor Mueller closed the public hearing at 7:20 p.m. <br />46 <br />
