Public Hearing: Second Reading and Adoption of Ordinance 983, an <br />4 Ordinance Adopting the 2022 Fee Schedule. ROLL CALL VOTE <br />5 <br />6 City Administrator Zikmund requested the Council adopt an Ordinance approving the 2022 fee <br />7 schedule. He noted the Council takes action on the fee schedule each year noting the minor changes <br />8 were due to the City taking on the role of the LGU. <br />9 <br />10 Mayor Mueller opened the public hearing at 7:53 p.m. <br />11 <br />12 Hearing no public input, Mayor Mueller closed the public hearing at 7: p.m. <br />13 <br />14 MOTION/SECOND: Hull/Meehlhause. PUBLIC HEARING: Resolution 9498, Adopting Modification to <br />22 Redevelopment Plan and Establishing TIF District No. 1-7 (Villas of Mounds <br />23 View) and Adopting a TIF Plan. <br />24 <br />25 Assistant City Administrator Beeman requested the Council adopt modifications to the <br />26 Redevelopment Plan establishing TIF District No. 1-7 for the Villas of Mounds View and adopt <br />27 the TIF Plan. He reported Stacie Kvilvang had further comments for the Council regarding this <br />28 matter. <br />29 <br />30 Stacie Kvilvang, Ehlers & Associates, commented on the 26 year housing TIF District that would <br />31 be created for this project. She noted all 120 units within the senior housing project would be <br />32 affordable. She indicated 108 units would be affordable at 50% AMI, three units would be <br />33 affordable at 30% AMI and the remaining nine would be affordable at 60% AMI. She indicated <br />34 the first year of increment would occur in 2024. She commented further on the max budget for the <br />35 project and recommended establishment of TIF District No. 1-7 for the Villas of Mounds View. <br />36 <br />37 Mayor Mueller questioned what benefit TIF Districts had on the City. Assistant City Administrator <br />38 Beeman explained TIF Districts allow the City to address blight and substandard properties. He <br />39 noted this was a complicated project because it involved four properties that would be brought <br />40 together for a single project. He indicated the tax valuation would not decrease, but rather the <br />41 property valuation would increase over time due to the redevelopment. <br />42 <br />43 Council Member Hull asked if this project could move forward without TIF. Assistant City <br />44 Administrator Beeman reported without the proposed TIF amount, the project could not move <br />45 forward. <br />46 <br />
