MOU-N-DitSVIEW Item No: Business <br />Meeting Date: February 14, 2022 <br />Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Second Reading and Adoption, Ordinance 987 Amending <br />Title XI, Business Regulations, by Deleting Chapter 111, <br />Amusements and Leisure, Section 111.020 through 111.030, <br />Amusement Devices and Centers <br />Introduction: <br />Chapter 111 of the Mounds View Municipal Code relating to Amusement Devices and <br />Centers needs amendment as recommended by the City Attorney. <br />Discussion: <br />To recap from the first reading, staff gave various minor updates/amendments to <br />Chapter 111 relating to Amusement Devices to the City Attorney for review. After <br />review, the attorney inquired whether amusement centers and devices are even <br />something that the City wanted to continue regulating. He added that this type of <br />licensing requirement is rather outdated and cities are getting away from regulating <br />them because there is not much of a public policy reason to do so. <br />As mentioned previously, currently we have two licenses issued for amusement devices <br />and centers; the Mermaid and AMC Mounds View 15 Theater. <br />Introduction and first reading of proposed Ordinance 987 took place at your January 24, <br />2022, meeting. <br />Staff Recommendation: <br />Staff recommends that the City Council conduct the second reading and adoption of <br />Ordinance No. 987 amending Title XI by deleting Chapter 111, Sections 111.020 <br />through 111.030, Amusement Devices and Centers. <br />Respectfully, <br />Nyle Zikmund <br />City Administrator <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
