He was employed by the City since March 23, 2020. <br />Attached is Resolution 9569 which authorizes severance to Mr. Osowski in accordance with the Public <br />Works Collective Bargaining Agreement and the City's Personnel Manual. <br />Discussion <br />Articles 26 (Severance) and 27 (RHSP) of the Public Works Labor Agreement provide direction concerning <br />severance payouts. Article 26 indicates that upon separation of employment with the City, the employee <br />shall be provided severance compensation of accrued and unused vacation hours and accrued <br />compensatory time. In addition, Article 27 indicates that, upon separation, employees who have completed <br />two years of service and leave in good standing shall have fifty -percent (50%) of unused sick deposited <br />into the employee's Retirement Health Savings Plan.
