City of Mounds View 1 2040 Comprehensive Plan <br />Chapter 5: Transportation <br />INTRODUCTION <br />The roadway system in Mounds View is built -out, though it will continue to evolve <br />in the coming years. The system consists of state and county roads that function <br />as principal and minor arterials, and County and City roads that function as <br />collector and local streets. Mounds View Boulevard, also known as County <br />Highway 10, runs diagonally through the city. The corridor provides quick access <br />to nearby freeways, but many have seen it function dually as a barrier. The State <br />of Minnesota (MnDOT) turned the jurisdiction of Mounds View Boulevard to <br />Ramsey County in 2000. While Mounds View acknowledges the importance of the <br />corridor for moving traffic, the City has determined that there is an excessive <br />amount of right-of-way being maintained for the Boulevard. In 2002, the City <br />adopted a design theme to enhance the image of the Mounds View Boulevard <br />corridor and continues to work toward its implementation. <br />Mounds View has developed a comprehensive trailway plan. The City will consider <br />opportunities to implement the construction and maintenance of trailways. See <br />Chapter 5: Parks, Trails, and Community Facilities for more information. <br />Transportation Goals and Policies <br />The City has developed transportation goals and policies to ensure residents and <br />visitors can move safety through the city. The goals and policies related to <br />transportation are as follows: <br />Goal 1: Support Transit Oriented Development (TOD) through supportive transit <br />options. <br />• Expand transit routes through Mounds View, including the city's northeast <br />quadrant, where there are gaps in the service area. <br />• Encourage transit innovation and implementation, including future Bus <br />Rapid Transit, alternative modes of transit (e.g. autonomous vehicles), <br />and electric vehicles. <br />• Work with MTC to invest in permanent Park & Ride facilities. <br />• Advocate for transit including the preservation of existing routes, <br />investments in permanent Park & Ride facilities, and support for Transit <br />Oriented Development. <br />• Improve permanent mass transit stations, including seating, shelters, and <br />signage for all ages and abilities. <br />Goal 2: Complete the remaining 20% of street reconstruction and maintain a long- <br />term fiscal plan for maintenance and replacement of City infrastructure. <br />Goal 3: Balance community and commuting needs by enhancing characteristics <br />that improve the City's Boulevard. <br />• Coordinate with Ramsey County access management to balance needs <br />of travelling public with needs of residents and local property owners. <br />• Minimize non -local traffic from driving through residential neighborhoods. <br />MOUNDS VIEW <br />Mounds View Boulevard <br />Chapter 5: Transportation 1 5-1 <br />
