Mounds View City Council April 11, 2022 <br />Regular Meeting Page 2 <br />I Mayor Mueller read a Resolution in full for the record recognizing John Kroeger and thanked <br />2 him for his 21 years of dedicated service to the City on the Parks, Recreation and Forestry <br />3 Commission. She then presented John Kroeger with an award on behalf of the City. A round of <br />4 applause was offered by all in attendance. <br />5 <br />6 John Kroeger thanked the Council and previous Councils for supporting the Parks, Recreation <br />7 and Forestry Commission over the years. He also thanked Public Works Director Peterson for all <br />8 of his support as well. <br />9 <br />10 MOTION/SECOND: Hull/Bergeron. To Adopt Resolution 9525, Award Presentation to John <br />l 1 Kroeger for 21 Years of Service on the Parks, Recreation and Forestry Commission. <br />12 <br />13 Ayes — 5 Nays — 0 Motion carried. <br />14 <br />15 B. 111 Quarter Police Department Report — Police Chief Harder. <br />16 <br />17 Police Chief Harder provided the Council with a presentation on the first quarter report from the <br />1$ Mounds View Police Department. He reviewed crime stats for the first quarter noting VCET <br />19 continues to make cases for narcotic arrests. He reported Ace and Alex Aase are receiving <br />20 training at this time. He indicated the department took possession of a second speed trailer which <br />21 would assist with managing speeding traffic. He explained the neighborhood resource officer was <br />22 working part-time at this time. He indicated this officer would begin working full time in the <br />23 near future and commented on the great work that was being done in the community by this <br />24 officer. The community outreach events that were held in early 2021 were detailed for the <br />25 Council, along with the partnered and referral work the department has been doing with NYFS. <br />26 <br />27 Council Member Hull reviewed the traffic stop data noting 60% of those pulled over were white <br />28 and 25% were BIPOC. He commended the department on their efforts and noted these <br />29 percentages were reflective of the community. Police Chief Harder agreed stating his officers <br />30 were active but they were not heavy handed. He reported the majority of traffic stops do not end <br />31 in citation unless there was egregious speeding. He commented further on the benefits of the <br />32 Lights On program which assisted residents in fixing broken lights on their vehicles. <br />33 <br />34 Council Member Meehlhause stated he was impressed by the VCET report. He thanked the <br />35 VCET officer for the tremendous efforts on behalf of the community. He asked if this officer <br />36 was nearing the end of their commitment period. Police Chief Harder indicated he would be <br />37 working to extend this position for two more years. He stated he would rather not replace this <br />38 individual with an unknown given the great work that was being done. He thanked the Council <br />39 for their continued support on the VCET officer position. <br />40 <br />41 Council Member Meehlhause thanked Police Chief Harder for his presentation and for the <br />42 department's tremendous efforts on behalf of the community, and for his outstanding leadership <br />43 along with Deputy Chief Zender and the sergeants. <br />44 <br />
