Mounds View City Council April 11, 2022 <br />Regular Meeting Page 3 <br />f Mayor Mueller asked if VCET was a Ramsey County run program. Police Chief Harder stated <br />2 this was correct, noting VCET was the Ramsey County Drug Task Force. Further discussion <br />3 ensued regarding the proposed term for this position and the need for cycling officers in and out <br />4 of high stress or dynamic positions. <br />5 <br />6 Mayor Mueller requested further information on how the Ramsey County Attorney was handling <br />7 cases and bonding. Police Chief Harder provided the Council with information on how the <br />8 bonding system had changed and how the Ramsey County Attorney was no longer taking 51h <br />9 degree drug cases. He explained all 51h degree drug cases in Mounds View are submitted through <br />30 the City Prosecutor as a gross misdemeanor now versus through the County for a felony. He <br />i 1 believed it was a bad idea for the County to make this change. He indicated arrests trigger <br />12 treatment or change. <br />13 <br />14 Mayor Mueller thanked Police Chief Harder for his presentation and encouraged him to keep up <br />15 the great work. <br />I6 <br />17 8. COUNCIL BUSINESS <br />18 A. Resolution 9573, Amending Part -Time Storm Water Assistant Job <br />19 Description and Authorize Recruitment Process. <br />20 <br />21 City Administrator Zikmund requested the Council amend the Part -Time Storm Water Assistant <br />22 Job Description and Authorize Recruitment Process. He reviewed the wage and hour changes <br />23 that were made to the job description stating staff hopes these changes will lead to applicants <br />24 applying for this position. <br />25 <br />26 Mayor Mueller asked how the City advertised this position. City Administrator Zikmund <br />27 reported the City posted this position on seven different websites. <br />28 <br />29 MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 9573, <br />30 Amending Part -Time Storm Water Assistant Job Description and Authorize Recruitment <br />31 Process. <br />32 <br />33 Ayes — 5 Nays — 0 Motion carried. <br />34 <br />35 B. Resolution 9574, Authorization to Replace the Carpeting at the Mounds <br />36 View Community Center. <br />37 <br />38 Public Works/Parks and Recreation Director Peterson requested the Council authorize the <br />39 replacement of the carpeting at the Mounds View Community Center. He reported this carpet <br />40 was last replaced in 2010 and was in need of replacement again due to a large amount of traffic. <br />41 He explained staff received three proposals for this work and staff met with each vendor to <br />42 discuss the flooring needs within the community center. He recommended an industrial type <br />43 carpeting be approved given the high levels of traffic at the community center. Staff commented <br />44 on the project further and recommended the bid from Hauglie's be approved in the amount of <br />45 $94,902.49. <br />
