MO <br />L s Item No: 5D <br />Meeting Date:05/09/2022 <br />Type of Business: Consent agenda <br />Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nate Harder, Chief of Police <br />Item Title/Subject: Resolution 9587 Approving the Purchase of an Apex Virtual <br />Reality Simulator and acceptance of the Ramsey County <br />UASI grant <br />Introduction: <br />The police department was awarded the UASI grant through homeland security to <br />purchase a virtual reality simulator <br />Discussion: <br />Use of force will continue to be scrutinized in law enforcement and agencies must train <br />to prepare for any scenario. Finding different places to train in de-escalation, firearms, <br />active shooter, team tactics, is often overtime heavy and it is problematic finding places <br />to train. Virtual reality simulators are a training tool that can put an officer in any <br />situation in a sterile and safe training environment, but have traditionally been very <br />expensive with only the largest of agencies able to afford them. The agency applied for, <br />and was awarded the 2021 UASI grant to purchase this simulator and make it available <br />for not only Mounds View officers, but officers throughout Ramsey County. The Mounds <br />View Police Department is committed to provide our officers with the best training <br />possible, and this will establish the agency as regional leaders in law enforcement <br />training. <br />The total purchasing cost and setup for the simulator is $47,500.00 which the city will <br />need to purchase and then will be reimbursed through the UASI grant we received from <br />Ramsey County. <br />Recommendation: <br />Staff recommends authorizing the purchase of the virtual reality simulator and the <br />acceptance of the Ramsey County UASI grant to reimburse the city of the purchase. <br />Respectfully Submitted, <br />Nate Harder <br />Chief of Police <br />
