MovrmsViEw <br />of Mounds View Staff R <br />Item No: 08A <br />Meeting Date: May 9, 2022 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Consideration of Resolution 9583, a Chicken -Keeping <br />License Request from Emileah Most, 5359 Jackson Drive <br />Introduction: Chapter 90.005 of the Mounds View City Code allows for the limited and controlled <br />raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Residents <br />are limited to no more than eight chickens or ducks restricted to only backyard areas. Ms. Emileah <br />Most, 5359 Jackson Drive, has submitted an application to raise chickens on her property. <br />Discussion: The chicken -keeping license application submitted by Ms. Most indicates that she <br />will be keeping four chickens at this time. The City Code requires that backyard areas within <br />which the chickens roam must be fenced. A recent site inspection conducted by Staff indicated <br />that the rear yard is not entirely fenced. However, Ms. Most has assured us that the entire rear <br />yard will be fenced before the chickens are allowed to roam. The site plan submitted shows that <br />there is an existing shed that they will be using as a coop and it does have the required minimum <br />20' setbacks from all property lines. It appears Ms. Most meets all requirements of Chapter <br />90.005. <br />The City Code also requires that initial chicken -keeping license applications be considered by <br />the City Council after first holding a public hearing. Renewal applications are approved <br />administratively unless the City has received substantial complaints or related violations have <br />been documented during the previous year. <br />Staff published a public hearing notice in the April 26, 2022, edition of the Shoreview Press, <br />the City's official newspaper. In addition, as required, notices were mailed to residents within 350 <br />feet of the subject property on April 26, 2022. <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision <br />Statement, "...welcoming a desirable destination to all ages and cultures... and a place where <br />residents can live, work and play." <br />Financial Impact: None <br />Recommendation: Staff recommends opening this public hearing for public comment and <br />approval of Resolution 9583 approving a chicken -keeping license for Emileah Most, 5359 Jackson <br />Drive.
