Mounds View City Council April 11, 2022 <br />Regular Meeting Page 2 <br /> <br />Mayor Mueller read a Resolution in full for the record recognizing John Kroeger and thanked him <br />for his 21 years of dedicated service to the City on the Parks, Recreation and Forestry Commission. <br />She then presented John Kroeger with an award on behalf of the City. A round of applause was <br />offered by all in attendance. <br /> <br />John Kroeger thanked the Council and previous Councils for supporting the Parks, Recreation and <br />Forestry Commission over the years. He also thanked Public Works Director Peterson for all of <br />his support as well. <br /> <br />MOTION/SECOND: Hull/Bergeron. To Adopt Resolution 9525, Award Presentation to John <br />Kroeger for 21 Years of Service on the Parks, Recreation and Forestry Commission. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br /> B. 1st Quarter Police Department Report – Police Chief Harder. <br /> <br />Police Chief Harder provided the Council with a presentation on the first quarter report from the <br />Mounds View Police Department. He reviewed crime stats for the first quarter noting VCET <br />continues to make cases for narcotic arrests. He reported Ace and Alex Aase are receiving training <br />at this time. He indicated the department took possession of a second speed trailer which would <br />assist with managing speeding traffic. He explained the neighborhood resource officer was <br />working part-time at this time. He indicated this officer would begin working full time in the near <br />future and commented on the great work that was being done in the community by this officer. <br />The community outreach events that were held in early 2021 were detailed for the Council, along <br />with the partnered and referral work the department has been doing with NYFS. <br /> <br />Council Member Hull reviewed the traffic stop data noting 60% of those pulled over were white <br />and 25% were BIPOC. He commended the department on their efforts and noted these percentages <br />were reflective of the community. Police Chief Harder agreed stating his officers were active but <br />they were not heavy handed. He reported the majority of traffic stops do not end in citation unless <br />there was egregious speeding. He commented further on the benefits of the Lights On program <br />which assisted residents in fixing broken lights on their vehicles. <br /> <br />Council Member Meehlhause stated he was impressed by the VCET report. He thanked the VCET <br />officer for the tremendous efforts on behalf of the community. He asked if this officer was nearing <br />the end of their commitment period. Police Chief Harder indicated he would be working to extend <br />this position for two more years. He stated he would rather not replace this individual with an <br />unknown given the great work that was being done. He thanked the Council for their continued <br />support on the VCET officer position. <br /> <br />Council Member Meehlhause thanked Police Chief Harder for his presentation and for the <br />department’s tremendous efforts on behalf of the community, and for his outstanding leadership <br />along with Deputy Chief Zender and the sergeants. <br /> <br />Mayor Mueller asked if VCET was a Ramsey County run program. Police Chief Harder stated <br />this was correct, noting VCET was the Ramsey County Drug Task Force. Further discussion
