Mounds View City Council April 11, 2022 <br />Regular Meeting Page 3 <br /> <br />ensued regarding the proposed term for this position and the need for cycling officers in and out <br />of high stress or dynamic positions. <br /> <br />Mayor Mueller requested further information on how the Ramsey County Attorney was handling <br />cases and bonding. Police Chief Harder provided the Council with information on how the <br />bonding system had changed and how the Ramsey County Attorney was no longer taking 5th <br />degree drug cases. He explained all 5th degree drug cases in Mounds View are submitted through <br />the City Prosecutor as a gross misdemeanor now versus through the County for a felony. He <br />believed it was a bad idea for the County to make this change. He indicated arrests trigger treatment <br />or change. <br /> <br />Mayor Mueller thanked Police Chief Harder for his presentation and encouraged him to keep up <br />the great work. <br />8. COUNCIL BUSINESS <br />A. Resolution 9573, Amending Part-Time Storm Water Assistant Job Description <br />and Authorize Recruitment Process. <br /> <br />City Administrator Zikmund requested the Council amend the Part-Time Storm Water Assistant <br />Job Description and Authorize Recruitment Process. He reviewed the wage and hour changes that <br />were made to the job description stating staff hopes these changes will lead to applicants applying <br />for this position. <br /> <br />Mayor Mueller asked how the City advertised this position. City Administrator Zikmund reported <br />the City posted this position on seven different websites. <br /> <br />MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 9573, <br />Amending Part-Time Storm Water Assistant Job Description and Authorize Recruitment Process. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Resolution 9574, Authorization to Replace the Carpeting at the Mounds View <br />Community Center. <br /> <br />Public Works/Parks and Recreation Director Peterson requested the Council authorize the <br />replacement of the carpeting at the Mounds View Community Center. He reported this carpet was <br />last replaced in 2010 and was in need of replacement again due to a large amount of traffic. He <br />explained staff received three proposals for this work and staff met with each vendor to discuss <br />the flooring needs within the community center. He recommended an industrial type carpeting be <br />approved given the high levels of traffic at the community center. Staff commented on the project <br />further and recommended the bid from Hauglie’s be approved in the amount of $94,902.49. <br /> <br />City Administrator Zikmund reported the fire department was familiar with Hauglie’s and they <br />have done great work at the departments facilities. <br /> <br />Mayor Mueller questioned how long the new carpet would last.
