In previous years, the City <br />was much more proactive at code enforcement (e.g. more field -find <br />violations). This changed in 2016, due to a change of inspectors. <br />Policy Question: how proactive should Staff be? Currently, Staff rely <br />on neighbor complaints (reactive), and monitors (semi -proactive) <br />historically problematic properties. <br />There are different degrees of code violations. For example, <br />residents who park on the lawn because their driveway is too narrow, <br />vs. residents with outside storage, who habitually collect things that <br />they cannot properly store. Both may result in $900 fines, and court <br />citations. <br />Different neighbors and neighborhoods have different tolerances for <br />their neighbors. One resident may be tolerant of their neighbor <br />storing their boat in the backyard, while another resident may be <br />intolerant of the neighbor storing garbage cans in front of their <br />garage. Both may result in $900 fines, and court citations. <br />Why it matters Rentals: 29% (1,521) of Mounds View households are "occupied" rental <br />units (5.5% vacant).' 2,336 rental units are licensed by Mounds View <br />(108 buildings with 4+ units). <br />Crime -Free Multifamily Housing: The intent of this voluntary program is to <br />educate landlords of crime prevention strategies, including tenant <br />screening, lease agreements, evictions, building security, and other <br />topics.
