Address Absentee Landlords: Solvable & Impossible. Solvable <br />impossible? <br />because the City can be more proactive at code enforcement, and <br />hold Hearings to consider revocation of absentee landlords. <br />Impossible because, even when a rental license is revoked, it can <br />take 1+ years to enforce evictions, and may not result in any <br />improvement to the property (could be less maintained as a vacant <br />building). <br />2. Maintain incentive & rewards: Solvable, because incentives can be <br />increased (e.g. free rental licenses, paid through increasing fees of <br />non -participates). <br />3. Code enforcement with landlords and homeowners: Solvable & <br />Impossible. Solvable because the City can be more proactive & <br />aggressive at enforcement. Impossible because it is likely that a <br />resident who disagrees with the law, or cannot afford to correct a <br />violation, will continue to violate the law. Being more aggressive will <br />not reduce the number of violations, but will increase Staff's workload. <br />There's a Policy Question of what is the City Council's expectation to <br />not see, as they travel through the city. <br />What Success <br />1. Address Absentee Landlords: Establish a policy of conducting a <br />looks like <br />Hearing to consider revocation of a Rental License for any rental <br />(measureable?) <br />property incurring more than _ major complaints, or _ minor <br />complaints within a calendar year. Example; no heat = major <br />complaint; tall grass or accumulation of rubbish = minor complaint. <br />2. Maintain incentive & rewards: Measurable via annual survey of <br />comparable city incentives/rewards for landlords participating in Crime <br />Free Rental Housing program. <br />3. Code enforcement with landlords and homeowners: Staff's intent <br />is to continue; (1) rental fire inspections on a 1-year cycle; (2) rental <br />housing inspections on a 3-year cycle, and (3) as -necessary, exterior <br />property maintenance inspections.
