He reviewed <br />the comments staff received from the City Attorney regarding the issuance of On-Sale Intoxicating <br />Liquor Licenses. Staff commented further on the Ordinance and recommended adoption. <br /> <br />MOTION/SECOND: Bergeron/Hull. To Waive the Second Reading and Adopt Ordinance 991, <br />Amending Chapter 110.017 Related to Temporary On-Sale Intoxicating Liquor Licensing <br />directing staff to publish an Ordinance summary. <br /> <br />ROLL CALL: Bergeron/Cermak/Hull/Meehlhause/Mueller. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />D. Resolution 9600, Adopting 2023-2025 Strategic Plan. <br /> <br />Assistant City Administrator Beeman discussed the 2023 through 2025 Strategic Plan with the <br />Council. He explained the Council began working on this plan in January and reviewed it in March, <br />April, May and June. He reported staff has made all of the necessary changes and edits and was <br />recommending approval of the 2023-2025 Strategic Plan. <br /> <br />Mayor Mueller and Council Member Bergeron thanked staff for all of their efforts on the Strategic <br />Plan. <br /> <br />Council Member Meehlhause discussed how the Strategic Plan would provide the Council with a <br />roadmap for elected officials and staff on how the community should move in the next three years. <br /> <br />City Administrator Zikmund stated this document would not be going on the shelf, but rather the <br />Strategic Plan would be tied into every Resolution the Council considers and noted the Council <br />would be receiving quarterly reports on the Strategic Plan going forward. <br /> <br />MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 9600, <br />Adopting 2023-2025 Strategic Plan. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />9. REPORTS <br />A. Reports of Mayor and Council. <br /> <br />Council Member Meehlhause discussed the upcoming meetings he would be attending for NYFS. <br />He reported Twin City Gateway revenues continue to be up for hotels in the region. <br /> <br />Council Member Meehlhause explained he would be attending the League of Minnesota Cities <br />Conferences next week in Duluth, Minnesota. <br /> <br />Council Member Meehlhause noted former Mayor Don Hodges passed away last week. He sent <br />his deepest condolences to the Hodges family. <br />
