The project includes two twin -homes, and one tri-plex. A <br />revised sketch plan was submitted March 3rd. Staff has not had sufficient time to review, prior to <br />Council packets going out on March 3ra <br />Discussion: <br />The intent of a Sketch Plan is for the City Council/Planning Commission to provide comments to <br />the developer prior to the applicant incurring costs of preparing a preliminary plat. There is no difference between <br />the two, if twin -homes. <br />If zoned R-3, then the project could include two twin homes and one tri-plex (7 units), attached <br />townhomes (6 units), detached townhomes (6 units), or apartments (6 units). A Conditional Use <br />Permit (CUP) is required for anything more than twin -homes. <br />In the R-3 district; if twin -home, then 6,250 sq ft p/unit. If townhouse, then 6,500 sq ff p/unit. If Multi -family, <br />then 2,500 sq ft p/unit. Example; (2) twin -homes = 25,000 sq ft lot area, + (1) three unit townhome = 19,500 sq <br />ft (44,500 sq ft). The property is deficient by about 44 sq ft, requiring a Variance. This may change once a <br />survey is completed. <br />Density allows 7 units (44,544 sq ft - 6,250 sq ft p/unit = 7.13 units). If R-2, then six units e.g. 3 twin -homes). <br />If R-3, then seven units (e.g. 2 twin homes & possibly 1 tri-plex). <br />Mounds View City Code 160.055(C)(1) (Yard Requirements); Where principal buildings in existence on lots <br />within the same block on the same side of the street have front yard setbacks different from those required, the <br />minimum front yard setbackfor any new principal buildings shall be the minimum frontyard setback in <br />existence for any one lot. In no case shall the front yard setback be less than 30 feet. For purposes of this <br />division (C)(1), a BLOCK shall be defined as that group of lots lying along a street between the two closest <br />intersecting streets; except that, where the length of the street frontage between the two intersecting streets is <br />greater than 1,400 feet, the block shall be the lots within 650 feet on either side of the lot in question, or to an <br />intersecting street whichever is less. <br />
