MOUNDS VIEW <br />City of Mounds View Staff Report <br />Item No: 08A <br />Meeting Date: August 22, 2022 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Resolution 9619, Approval of a Chicken -Keeping License <br />for Becky Whitehead, 5209 Jeffery Drive <br />Introduction: The Mounds View City Code, Chapter 701, provides for limited and controlled <br />raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Residents <br />are limited to no more than eight chickens or ducks restricted to only backyard areas. Becky <br />Whitehead has submitted an application to raise four chickens on the property located at 5209 <br />Jeffery Drive. <br />Discussion: The applicant, Becky Whitehead, has submitted an application to raise chickens on <br />the property located at 5209 Jeffery Drive. The applicant is currently renting this property. The <br />property owner, Laura Maldonado, has given her approval for the chicken -keeping to take place <br />on her property. <br />This property is located on the corner of Jeffery Drive and Woodale Drive. The applicant has <br />submitted a site plan showing where the coop will be located and it complies with City Code <br />requirements. The City also requires that backyard areas within which the chickens roam must be <br />fenced. The applicant has a fence that runs from the front south side of the house along Woodale <br />Drive up the length of their driveway and connects to the garage. The coop would be located <br />within this area. <br />In accordance City Code, initial applications shall be considered by the City Council after holding a <br />public hearing. Approval of renewal applications are done administratively unless the City has <br />received complaints or related violations have been documented during the previous year. <br />Staff published a public hearing notice in the August 2, 2022, edition of the Shoreview Press, the <br />City's official newspaper. In addition, as required, notices to residents within 350 feet of the subject <br />property were mailed on August 4, 2022. <br />Ms. Whitehead has indicated that she will be present at the City Council Meeting/Public Hearing. <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision <br />Statement, "...welcoming a desirable destination to all ages and cultures...and a place where <br />residents can live, work and play." <br />Financial Impact: None <br />Recommendation: Staff recommends opening this public hearing for public comment and <br />approval of Resolution 9619 approving a chicken -keeping license for Becky Whitehead This is an <br />annual license, January 1 to December 31, and if approved, will expire on December 31, 2022. <br />Respectfully submitted, <br />Nyle Zikmund <br />Inc _viuumn v LeW Vision <br />A Thriving Desirable Community <br />
