MOUNDS VIEW City of Mounds View Staff Report Item No: 08A Meeting Date: August 22, 2022 Type of Business: Council Business City Administrator Review: To: Honorable Mayor and City Council From: Nyle Zikmund, City Administrator Item Title/Subject: Public Hearing: Resolution 9619, Approval of a Chicken -Keeping License for Becky Whitehead, 5209 Jeffery Drive Introduction: The Mounds View City Code, Chapter 701, provides for limited and controlled raising and keeping of chickens and/or ducks on properties zoned R-1, Single Family. Residents are limited to no more than eight chickens or ducks restricted to only backyard areas. Becky Whitehead has submitted an application to raise four chickens on the property located at 5209 Jeffery Drive. Discussion: The applicant, Becky Whitehead, has submitted an application to raise chickens on the property located at 5209 Jeffery Drive. The applicant is currently renting this property. The property owner, Laura Maldonado, has given her approval for the chicken -keeping to take place on her property. This property is located on the corner of Jeffery Drive and Woodale Drive. The applicant has submitted a site plan showing where the coop will be located and it complies with City Code requirements. The City also requires that backyard areas within which the chickens roam must be fenced. The applicant has a fence that runs from the front south side of the house along Woodale Drive up the length of their driveway and connects to the garage. The coop would be located within this area. In accordance City Code, initial applications shall be considered by the City Council after holding a public hearing. Approval of renewal applications are done administratively unless the City has received complaints or related violations have been documented during the previous year. Staff published a public hearing notice in the August 2, 2022, edition of the Shoreview Press, the City's official newspaper. In addition, as required, notices to residents within 350 feet of the subject property were mailed on August 4, 2022. Ms. Whitehead has indicated that she will be present at the City Council Meeting/Public Hearing. Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision Statement, "...welcoming a desirable destination to all ages and cultures...and a place where residents can live, work and play." Financial Impact: None Recommendation: Staff recommends opening this public hearing for public comment and approval of Resolution 9619 approving a chicken -keeping license for Becky Whitehead This is an annual license, January 1 to December 31, and if approved, will expire on December 31, 2022.
