Item No. 6113 <br />M E M O R A N D U M <br />To: Parks & Recreation & Forestry Commissioners <br />From: Don Peterson — Public Works Supervisor IKE <br />Date: November 19, 2015 <br />RE: Public Works Staff Report <br />The following is a synopsis of recent activities and events of the Public Works Department. <br />Maintenance <br />Park maintenance staff continued to fall work projects with warmer weather more work was accomplished, <br />aerated grounds and fertilized, winterize buildings, remove leaves from around back stops and fence lines. <br />Trimmed trees around the parking lot Silver View Park. Extra wood chips at Groveland playground were moved <br />to Silver View playground. Checked the hockey nets for Lambert and Hillview parks. Working the Community <br />Center Building moving the ice making machine and coffee maker. <br />Forestry <br />Staff has been working with the residents and the contractors to remove a number of diseased trees <br />throughout the city. Staff will be inspecting properties the first part of December to insure compliance with <br />the City ordinance. <br />Projects <br />The following projects are planned this year. Updates from previous meetings are shown in red. <br />Silver View Park <br />. Relocate Disc Golf Course: A new 9 -hole course is proposed to be constructed in the NW corner of the park. <br />Involves clearing trees, installing new tees and targets, and removing existing course items and restoration. <br />2014 Budget: $25,000 (Park Dedication Fund) — includes $2,000 BBC contribution for improving disc golf tees <br />(Mar. 2011). Public Works Staff is continuing to look for a new course designer. No Change <br />. Reconstruct Trailways: Involves reconstruction of the asphalt trails with an engineering pavement section <br />and grading/drainage corrections. Will require professional engineering services and obtaining permanent <br />trailway easements from Scottland Green apartments. 2015 Budget: $150,000 (Spec. Projects Fund). City <br />Council approved a contract with Bolton and Menk Engineering Services to design and prepare bidding <br />documents for Silver View Trial Rehabilitation. Staff had a meeting with Bolton and Menk on Wednesday <br />December 17, 2015 to start the project. Bolton and Menk will start to survey the trail and start putting <br />designs together. Survey in completed and contractor is working on plans. Staff met with Bolton and Menk, <br />at this meeting staff was informed the 2015 budgeted amount of $150,000 would fund the re -construction <br />cost. Staff brought this to the City Council; staff was directed to continue with getting engineers estimates <br />and bring the cost back the Council with a few options. At the Council meeting on March 23, 2015 Council <br />authorized staff to continue to move forward with this project, engineers estimate for the re -constructing <br />the trial is $313,000. With a total cost including engineering fees $452,116.09. Funds will be taken from the <br />special projects funds budget 480-4180-7050. Staff continues to work with Bolton and Menk moving this <br />project forward, meeting with landowners, making final trail designs, securing permits. The City Council <br />approved moving forward at the May 25`h Council Meeting. This project has been postponed until 2016. <br />. Irrigation Improvements: Expand irrigation system to cover various locations including around shelter and <br />new playground. 2014 Budget: $10,000 (PDF). The main irrigation underground control vault will also be <br />placed with an above ground control. 2014 Budget: $5,000 (General Fund). Obtaining quotes from <br />contractor's project pushed out to 2016. <br />
