MEMORANDUM ITEM NO. 07D <br />TO: PARKS, RECREATION AND FORESTRY COMMISSION <br />FROM: BRIAN ERICKSON — DIRECTOR OF PUBLIC WORKS MODS VIEW <br />DATE: NOVEMBER 19, 2015 --- <br />RE: 2016 STREET PROJECT AREA I — SIDEWALK ALIGNMENT ON HILLVIEW ROAD AND <br />JACKSON DRIVE <br />At the October15, 2015 Parks, Recreation and Forestry Commission meeting, Engineering staff <br />reviewed the proposed work to be performed in the 2016 Street and Utility Improvement Program — Area <br />I. As part of that review, the Commission was asked to provide input regarding sidewalk alignment on <br />Hillview Road and Jackson Drive. <br />Since that timeframe staff has reviewed this information with the Street and Utility Committee. At the <br />Committee's November 16, 2015 meeting, they recommended that a 6 -foot wide sidewalk be <br />constructed on the east side of Jackson Street. This sidewalk would extend from Hillview Road to <br />County Road I. The sidewalk would connect to a the east -west sidewalk along County Road I and a <br />sidewalk along Jackson Street north of Hillview as well as a 6 -foot wide sidewalk extending along the <br />north side of Hillview from Jackson Drive to Quincy Street. It should be noted that Jackson Drive will be <br />reconstructed to meet the City's standard street design of 28 feet wide from face of curb to face of curb. <br />The following list shows the planned improvements to be made as part of the Area I project: <br />1. Jackson Drive between Lois Drive and Hillview Road is to be reconstructed at 35.5 feet in <br />width and have a 6 -foot wide sidewalk on the east side, a 5.5 -foot wide shoulder on the east <br />side and an 8 -foot wide parking lane on the west side. No parking will be allowed on the <br />east side of the street. This section does meet MSA requirements. <br />2. Jackson Drive between Hillview Road and County Road I is to be reconstructed to 28 feet in <br />width and have a 6 -foot wide sidewalk on the east side. There will be no parking <br />restrictions. <br />3. Hillview Road between Jackson Drive and Quincy Street is to be reconstructed at 35.5 feet <br />in width and have a 6 -foot wide sidewalk on the north side, a 5.5 -foot wide shoulder on the <br />north side and an 8 -foot wide parking lane on the south side. No parking will be allowed on <br />the north side of the street. This section does meet MSA requirements. <br />4. Hillview Road between Quincy Street and the 1-35W Service Road is to be reconstructed to <br />28 feet in width and have a 6 -foot wide sidewalk on the north side between Quincy Street <br />(southern leg) and Quincy Street (northern leg). There will be no parking restrictions. <br />5. Quincy Street between northern dead end and Hillview Road is to be reconstructed to 28 <br />feet in width and have a 6 -foot wide sidewalk on the east side between Hillview Road and <br />Rustad Lane. There will be no parking restrictions. <br />6. Quincy Street between Hillview Road and County Road I is to be reconstructed at 35.5 feet <br />in width and have a 6 -foot wide sidewalk on the east side, a 5.5 -foot wide shoulder on the <br />west side and an 8 -foot wide parking lane on the east side. No parking will be allowed on <br />the west side of the street. This section does meet MSA requirements. <br />City Council will be asked on November 23, 2015 to approve the list of improvements to the non- <br />standard streets as shown above. <br />Attachments: <br />1.
