Mounds View City Council September 26, 2022 <br />Regular Meeting Page 3 <br />1 Council Member Meehlhause questioned how long the City has had the current software. <br />2 Community Development Director Sevald stated the City has had PermitWorks since 1998. <br />3 <br />4 City Administrator Zikmund thanked Community Development Director Sevald for being <br />5 thorough when investigating program options available to the City. He stated he believed BSA <br />6 would be a great option for the City going forward. <br />7 <br />8 Mayor Mueller inquired if neighboring communities were using this software and if they liked it. <br />9 Community Development Director Sevald reported this was the case. <br />10 <br />11 Mayor Mueller asked if the BSA program was the best value for the community. Community <br />12 Development Director Sevald stated he believed the BSA software was the best value for the City <br />13 of Mounds View given the price and the product the City would be receiving. <br />14 <br />15 MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 9643, <br />16 Authorizing Software and a Service Agreement with BSA. <br />17 <br />18 Mayor Mueller questioned how the City would be paying for this purchase. Finance Director Beer <br />19 reported this expenditure would come out of the Special Projects Fund. <br />20 <br />21 Ayes — 5 Nays — 0 Motion carried. <br />22 <br />23 B. Resolution 9634, Approving Change Order #13 for Upgrades to Well #4. <br />24 <br />25 Public Works/Parks and Recreation Director Peterson requested the Council approve Change <br />26 Order #13 for upgrades to Well #4. He discussed the history of Well #4 noting maintenance was <br />27 required over the years. He explained last year, the Department of Health required the City to put <br />28 the well back into production or seal the well. He indicated this led the City to put the well back <br />29 into production as a standby well. He commented further on the proposed change order and <br />30 recommended approval. <br />31 <br />32 Council Member Meehlhause questioned how the City would operate this well if it is not connected <br />33 to the water treatment plant. Public Works/Parks and Recreation Director Peterson explained if it <br />34 were used it would strictly go out to distribution without filtration of manganese or iron. <br />35 <br />36 Mayor Mueller reported the City was keeping this well active and viable so that in the event the <br />37 City needs to have another well online, Well #4 could be utilized. Public Works/Parks and <br />38 Recreation Director Peterson reported this was the case. <br />39 <br />40 Mayor Mueller inquired if this project would be grant eligible. Public Works/Parks and Recreation <br />41 Director Peterson indicated he would look into this. He commented because this was an <br />42 emergency or backup well he did not believe it would be grant eligible. <br />43 <br />44 Council Member Meehlhause questioned if this project would be funded by the Water Treatment <br />45 Plant project dollars. Public Works/Parks and Recreation Director Peterson stated this was the <br />46 case. <br />
