Mounds View City Council October 24, 2022 <br />Regular Meeting Page 3 <br />1 Hearing no public input, Mayor Mueller closed the public hearing at 6:47 p.m. <br />2 <br />3 MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt Resolution 9642, <br />4 Adopting a Special Assessment Levy for Unpaid City Charges and Unpaid Diseased Tree <br />5 Charges. <br />6 <br />7 Ayes — 5 Nays — 0 Motion carried. <br />8 <br />9 C. Public Hearing: Introduction and First Reading of Ordinance No. 993, an <br />10 Ordinance Adopting the 2023 City of Mounds View Fee Schedule. <br />11 <br />12 City Administrator Zikmund requested the Council introduce an Ordinance that would adopt the <br />13 2023 City of Mounds View fee schedule. He explained the Council reviewed and approved the <br />14 fee schedule on an annual basis. He reviewed the minor adjustments that were made to the fee <br />15 schedule and recommended the Council introduce the Ordinance. <br />16 <br />17 Mayor Mueller opened the public hearing at 6:49 p.m. <br />18 <br />19 Hearing no public input, Mayor Mueller closed the public hearing at 6:50 p.m. <br />20 <br />21 Mayor Mueller commented on the reduced food truck fees. She asked if this was done to be <br />22 more compatible with surrounding communities. City Administrator Zikmund reported this was <br />23 the case. <br />24 <br />25 Mayor Mueller thanked staff for reducing the rental rates at the Community Center for residents <br />26 of Mounds View. Finance Director Beer commented on how the fee schedule for the Community <br />27 Center was simplified to three different tiers for residents/non-profits, non-residents and schools. <br />28 <br />29 Council Member Bergeron thanked staff for their work on the new tier schedule for the <br />30 Community Center. <br />31 <br />32 Council Member Meehlhause requested staff speak to the proposed changes that were being <br />33 made to the utility rates. Finance Director Beer reviewed the new utility rates in detail with the <br />34 Council. He noted the average user would see a $31 increase for the entire year. <br />35 <br />36 MOTION/SECOND: Meehlhause/Bergeron. To Waive the First Reading and Introduce <br />37 Ordinance No. 993, an Ordinance Adopting the 2023 City of Mounds View Fee Schedule. <br />38 <br />39 Ayes — 5 Nays — 0 Motion carried. <br />40 <br />41 D. Resolution 9639, Approving the Hire of Kris Paulseth to the Position of <br />42 Arborist/Park Maintenance. <br />43 <br />44 City Administrator Zikmund requested the Council approve the hire of Kris Paulseth to the <br />45 position of Arborist/Park Maintenance.
