MouNDs VIEw City of Mounds View Staff Report Item No: Meeting Date: Type of Business City Administrator Review 08D Nov 14, 2022 Council Business To: From: Item Title/Subject: Honorable Mayor and City Council Jon Sevald, Community Development Director First Reading and Introduction of Ordinance No. 998, Amending the Official Zoning Map for 2310 Woodale Drive, from R-1 Single Family Residential to PUD Planned Unit Development Introduction: Reuter Walton (developer) is proposing "Woodale Apartments", a 140-unit apartment building to be located at 2310 Mounds View Boulevard, east of Bel Rae Senior Living. The property is vacant, and zoned R-1 Single -Family Residential. The developer is requesting that it be rezoned PUD Planned Unit Development. Discussion: The project requires approvals for; (1) Zoning Map Amendment; (2) Preliminary/Final Plat; (3) Conditional Use Permit (CUP) for a Planned Unit Development (PUD); and (4) Development Review. The City Council reviewed a concept plan at its August 1, 2022 Work Session, providing a consensus to the developer to proceed with an application. Applications were submitted in October, reviewed by the Planning Commission on November 2, 2022, and discussed at the Council's November 7, 2022 Work Session. Analysis: City Code requires that Adverse Effects be considered when amending the Zoning Map.1 Adverse Effects: Relationship to the Municipal Comprehensive Plan The property is guided Mixed-Use.2 It is the intent (not required) that Mixed Use districts be redeveloped 60/40% residential/commercial.
