The property is <br />vacant, and zoned R-1 Single -Family Residential. The developer is requesting that it be rezoned <br />PUD Planned Unit Development. <br />Discussion: <br />The project requires approvals for; (1) Zoning Map Amendment; (2) Preliminary/Final Plat; (3) <br />Conditional Use Permit (CUP) for a Planned Unit Development (PUD); and (4) Development <br />Review. <br />The City Council reviewed a concept plan at its August 1, 2022 Work Session, providing a <br />consensus to the developer to proceed with an application. Applications were submitted in <br />October, reviewed by the Planning Commission on November 2, 2022, and discussed at the <br />Council's November 7, 2022 Work Session. <br />Analysis: <br />City Code requires that Adverse Effects be considered when amending the Zoning Map.1 <br />Adverse Effects: <br />Relationship to the <br />Municipal <br />Comprehensive <br />Plan <br />The property is guided Mixed-Use.2 It is the intent (not required) that <br />Mixed Use districts be redeveloped 60/40% residential/commercial.
