MouNDs ]ViEw <br />City of Mounds View Staff Report <br />Item No: 08F <br />Meeting Date November 28, 2022 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resource Director <br />Item Title/Subject: Resolution 9660, Approving a Three Year Labor Agreement with <br />the LELS 232 Police Sergeants Effective January 1, 2023, through <br />December 31, 2025 <br />Introduction: <br />The previous labor agreement with the LELS 232 (Sergeants) group will expire at the end of <br />2022. The City and the Union have conducted a series of negotiation sessions and have come <br />to an agreement on terms for the three-year period beginning January 1, 2023 and ending <br />December 31, 2025. <br />Discussion: <br />The Agreement provides for the following changes. <br />Article 17 — Insurance <br />For 2023, the City will contribute a maximum amount of $1,200 per month toward each <br />employee's insurance, (a $30 increase over the 2022 contribution of $1,170), plus $200 towards <br />their HSA account. For 2024, and 2025, the table below would apply. If, for example, health <br />insurance premiums increase by 15% for 2024, the City would increase its monthly contribution <br />to $1,245. <br />If the Health Insurance <br />Premium Increases by <br />Less than 1 <br />1 % to 5% <br />6% to 10% <br />11% to 15% <br />Greater than 15% <br />The Maximum Monthly City <br />Contribution will increase by: <br />No change <br />+ $15 <br />+ $30 <br />+ $45 <br />+ $60 <br />Article 18 — Uniform Allowance Increase of $20 per year <br />Article 22.1 — Retirement Health Care Savings — Recalculate to this contract period <br />Article 23 — Wording added: An employee who is on their regularly scheduled day off for a holiday <br />as specified in Article 23, and is called in to work or kept over to work such holiday due to staff <br />shortage(s), etc., will receive two (2) times the employee's regular pay rate for all hours actually <br />worked during the named holiday in lieu of one and one-half (1 1/2) times the employee's regular <br />pay rate. <br />Article 28 — Canine Handler — this item was moved to Appendix A, specific to wages. <br />
