PUBLIC HEARING: First Reading and Introduction of <br />Ordinance No. 998, Amending the Official Zoning Map <br />for 2310 Mounds View Boulevard, from R-1 Single <br />Family Residential to PUD Planned Unit Development. <br />ROLL CALL VOTE <br />ii. PUBLIC HEARING Resolution 9653 Approving the <br />Preliminary Plat of "WOODALE APARTMENTS". ROLL <br />CALL VOTE <br />iii. PUBLIC HEARING Resolution 9654 Approving the PUD <br />of "WOODALE APARTMENTS", and Development <br />Review. ROLL CALL VOTE <br />Introduction: <br />Reuter Walton (developer) is proposing "Woodale Apartments", a 140-unit apartment building to <br />be located at 2310 Mounds View Boulevard, east of Bel Rae Senior Living. The property is <br />currently vacant. <br />At the November 14, 2022 City Council meeting, the Council tabled action on the First Reading <br />& Introduction of Ordinance 998 (rezoning), to allow consideration by all councilmembers <br />(Councilmember Bergeron was absent). <br />Staff is recommending that the City Council conduct Public Hearings for all items, and table <br />action on items ii, and iii, until December 12th. This will allow approval/denial of the project to <br />happen sequentially (rezoning has to be acted on first, before other items). <br />Additionally, revised plans were submitted on November 22nd, which Staff has not had adequate <br />time to review, prior to Council packets being assembled. <br />Discussion: <br />The project includes a "ghost plat" to include a Phase II 130-unit apartment east of Phase I. <br />Phase II would require the acquisition of three homes to the east, none of which are for sale. <br />The intent of the ghost plat is to demonstrate how a Phase II would be compatible with Phase I. <br />There is no timetable as to when (if ever) Phase II will be developed. <br />As a Planned Unit Development (PUD), the project may deviate from the minimum requirements <br />of the City Code. Proposed deviations include: <br />1. Density is increased, from 50 units, to 140 units (e.g. increased from 1 unit per 2,500 sq ft <br />lot area, to 1 unit per 890 sq ft lot area). The Comprehensive Plan guides PUD's within a <br />Mixed Use area for a density of 15-50 units per acre.
