Overstory Trees are reduced, from 31 to 18 trees, and Ornamental Trees are reduced from <br />21 to 13 trees. <br />4. Building Setback along Woodale Drive is reduced from 30' to 21'. Along Mounds View <br />Boulevard, the maximum setback is increased from 5' to 21'. Along the west property line, <br />the setback is reduced from 54' (building height) to 29'. <br />5. Building Height is increased, from 3-stories, to 4-stories. The building is set into the side of <br />a hill, and will appear shorter on the north end. <br />6. Parking is decreased from 350 stalls, to 198 (garage & surface parking). <br />7. Approved Exterior building materials (brick, stone, stucco, glass) is reduced from a <br />minimum 50% per wall, to 45%-60% per wall. "Superior" material may be substituted. In <br />this case, the Developer is requesting that the additional material be accepted (cement <br />board siding, architectural metal, and other accent material). <br />As a PUD, the City Council may require items above and beyond the minimum requirements of <br />the City Code (e.g. additional landscaping & screening). Thus far, no requirements have been <br />made. <br />Summary of November 14, 2022 Public Comments: <br />During the City Council's November 14th meeting, 13 residents spoke during Open Forum in <br />opposition to the project. Themes included: <br />1. Apartments are not the highest & best use for this site <br />2. How does the City benefit from this project? <br />3. Traffic impacts <br />4. School impacts <br />5. Screening (west property line) <br />6. Appearance (loss of trees, building architecture) <br />7. Property value impacts <br />Analysis: <br />Analysis is divided into four parts, for each approval. <br />Zoning Map Amendment (Rezoning) <br />Existing Use Undeveloped/Vacant <br />A house and detached garage were constructed on an unknown <br />date (garage in 1955), and demolished in 2010. <br />During the late 1980's and early 1990's, Everest Development <br />constructed Mounds View Business Park, a 66+/- acre <br />office/warehouse/manufacturing development. The project was <br />planned to include a 40,000 sq ft office/warehouse building on 5- <br />acres (subject property and four properties to the east).
