a <br />A L <br />Trip Generation Memorandum PAGE 3 <br />1.3 TRIP DISTRIBUTION & ASSIGNMENT <br />The distribution of site -generated traffic was estimated based on a review of existing traffic volumes / patterns <br />and engineering judgement. Weekday 13-hour intersection turning movement counts were collected in <br />January 2018 as part of MnDOT's I-35W MnPASS design project at several intersections along the <br />Mounds View Boulevard corridor and were reviewed in combination with historical annual average daily traffic <br />(AADT) volumes collected via MnDOT's Traffic Forecasting & Analysis website. The estimated proposed <br />development directional distribution is shown in Figure 3. <br />Figure 3. Directional Distribution <br />IJIONl'L. ISINII <br />EDG EVVOOD <br />MIDDLE <br />SCHOOL <br />AADTs to the west along Edgewood Drive (670 and 950 to the north and south of Woodale Drive, respectively) <br />are far lower than AADTs to the east along Mounds View Boulevard (19,900) as Mounds View Boulevard <br />provides a direct connection to other major roadways including I-35W. Furthermore, AADTs along <br />Woodale Drive show a substantial drop-off between Edgewood Drive and Mounds View Boulevard with an <br />estimated 1,350 vehicles just west of Mounds View Boulevard decreasing to only 440 vehicles just east of <br />Edgewood Drive. As a result, only 5 percent of trips generated by the proposed Woodale Apartments <br />development are expected to utilize Woodale Drive to the west, with the majority of trips (95 percent) headed <br />to / from Mounds View Boulevard to the east. <br />Alliant No. 222-0147.0 <br />
