MOUNDS VIEW <br />City or Mounds View Staff Report <br />Item No: 08D <br />Meeting Date: December 12, 2022 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9675, Authorization to Develop Plans and <br />Specifications for the 2023 Street Rehabilitation Project — Pleasant <br />View Drive/Stinson Boulevard and to continue with project <br />planning <br />Background/Discussion: <br />The City is in the process of rehabilitating streets that were not included in the 2007 <br />Street Rehabilitation Plan. <br />The 2023 Street Project Overview Map (Attachment A) indicates the remaining streets to <br />be rehabilitated which includes Pleasant View Drive from County Road H2 to County <br />Road I. The West side of Pleasant View Drive, Stinson Boulevard, lays within the City of <br />Fridley resulting in a joint street project. <br />Following is the proposed schedule for the project: <br />• November 5, 2022- City Council Work Session - Reviewed Proposed Street <br />and Trail Designs and Community Feedback. <br />• December 12, 2022 - City Council Meeting - Council Reviews proposed <br />project and approves to continue with plans and specifications. <br />• February 13, 2023 - City Council accepts plans and specifications, <br />authorizes advertisement for bidding. <br />• March 27, 2023 - City Council accepts bids and approves the project. <br />• Late Spring 2023 — Project Begins <br />Overview of Current Conditions: <br />The Cities of Mounds View and Fridley have in place a JPA for pavement maintenance <br />and reconstruction for Pleasant View Drive/Stinson Boulevard. Pleasant View Drive is <br />approximately 2,383 feet in length and has B16 Concrete curb and gutter with a <br />bituminous pavement surface measuring 35- feet wide average. Pleasant View Drive <br />was re -constructed in 1994 and serves residential properties. <br />Maintenance has included seal coating, pothole patching and skim coating as needed. <br />The current pavement is in poor condition with significant surface patching, potholes, <br />and moderate to high severity traverse cracking and pavement heaving. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
