Proposed Street Design Received: <br />City Council received a proposed street design for the 2023 Street Rehabilitation Project <br />at the December 5, 2022 City Council Work Session. <br />Breakdown of Proposed Street Design: <br />Pleasant View Drive — Current pavement sections are 8' Parking Lanes, 11' Drive Lanes <br />for a total pavement width of 38'. (Attachment B) Concrete curbing is in place. The <br />proposed pavement section is for 10' drive lanes, with 8' width parking on the west <br />section and 2' foot reaction zone on the East section (currently there is 8' parking in <br />place on both sides). The proposed pavement section includes replacing the concrete <br />curb and gutter on the East side and spot replacement on the Western side. <br />(Attachment C) <br />Trail: <br />A shared use trail, 10' in width and placed directly behind the curb, is proposed on the <br />East side of Pleasant View Drive. (Attachment C) The trail installation is in accordance <br />with the approved 2008 and the 2040 Comp Plans. (Attachments D) <br />Public Information Meeting on November 15, 2022: <br />Notifications were place in the mail November 9, 2022, regarding the informational <br />meeting indicating the opportunity to provide feedback on the proposed project and <br />street design. (Attachment E). <br />Trail Proposal Reviewed: <br />Staff reviews the connectivity of Mounds View's sidewalk and trail system with the trail <br />system also the walkable communities of Ramsey County, neighboring communities <br />and Greenstep Cities. (Attachments F, G, H) <br />Trees: <br />Residents voiced concerns over losing trees due to the design of the trail. Staff informed <br />the residents and City Council that the tree removal plans are in the preliminary <br />planning stage of the project. Upon field verifying, Staff will also recommend temporary <br />fencing to signify that no construction to occur at or around a certain tree during the <br />project. (This should assist in reducing any damage to the root system of the trees that <br />are located within the Right of Way, and potentially outside of the work zone.) <br />Landscaping within the Right of Way (ROW). <br />Several residents have landscaping in the ROW with one or two having significant <br />landscaping placed within the ROW. Staff will work with these property owners <br />regarding the extent of the removals. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to 2022 Budget. <br />Recommendation: <br />a. Staff is requesting authorization to move forward with the proposed 2023 Street <br />Rehabilitation project — Pleasant View Dr/Stinson Boulevard. <br />The Mounds View Visio. <br />A Thriving Desirable Comm....� <br />
