PUBLIC HEARING (continued): First Reading and <br />Introduction of Ordinance No. 998, Amending the Official <br />Zoning Map for 2310 Mounds View Boulevard, from R-1 <br />Single Family Residential to PUD Planned Unit <br />Development. <br />2. PUBLIC HEARING (continued): Resolution 9653 <br />Approving the Preliminary Plat of "WOODALE <br />APARTMENTS". <br />3. PUBLIC HEARING (continued): Resolution 9654 <br />Approving the PUD of "WOODALE APARTMENTS", and <br />Development Review. <br />Introduction: <br />Reuter Walton (developer) is proposing "Woodale Apartments", a 140-unit apartment building to <br />be located at 2310 Mounds View Boulevard. Public Hearings were conducted on November <br />14th and November 28th, and continued to December 12th, to allow time for the Developer to <br />clarify or complete: <br />1. Traffic Study: In progress. <br />2. Parking Study: In progress. <br />3. Exterior Lighting. Full size page included in packet (no changes). <br />4. Tree Preservation (clarification). Four trees will be preserved (increased from two). <br />5. Needs Analysis (renters). This is subjective, as it could be argued that the needs of low- <br />income renters are similar to the needs of market -rate renters or homeowners. No <br />substantially new information is added. <br />The Zoning Map Amendment (Ordinance 998) requires a 1 st and 2"d reading prior to approval of <br />the Preliminary Plat, PUD, and Development Review. Thus, Staff requests that the Council <br />conduct the 1st Reading, and table action on the Preliminary Plat and PUD/Development <br />Review, to coincide with the 2nd Reading to be held on December 27tn. <br />Discussion: <br />The project includes a "ghost plat" to include a Phase II 130-unit apartment east of Phase I. <br />Phase II would require the acquisition of three homes to the east, none of which are for sale. <br />The intent of the ghost plat is to demonstrate how a Phase II would be compatible with Phase I. <br />There is no timetable as to when (if ever) Phase II will be developed. <br />As a Planned Unit Development (PUD), the project may deviate from the minimum requirements <br />of the City Code. Proposed deviations include: <br />Density is increased, from 50 units, to 140 units (e.g. increased from 1 unit per 2,500 sq ft <br />lot area, to 1 unit per 890 sq ft lot area).
