Item 08A <br />Page 2 of 26 <br />Mixed Use area for a density of 15-50 units per acre. The project proposes 49 units per <br />acre. <br />Question: Is the Council supportive of the proposed density? <br />2. Usable Open Space is reduced, from 625 sq ft per unit (2-acres for 140-units), to 237 sq ft <br />per unit (3/4 of an acre). <br />Question: Is the Council supportive of the reduced Usable Open Space? <br />3. Trees are reduced, from 31 to 18 overstory-trees, and Ornamental Trees are reduced from <br />21 to 13 trees. <br />Question: Is the Council supportive of reducing tree requirements? There is not space to <br />add the missing 21 trees. An option is to require the Developer to donate 21 <br />trees to the City for use on public land. <br />4. Building Setback along Woodale Drive is reduced from 30' to 21'. Along Mounds View <br />Boulevard, the maximum setback is increased from 5' to 25'. Along the west property line, <br />the setback is reduced from 54' (building height) to 26'. <br />Question: Is the Council supportive of the lesser setbacks? The west setback is <br />reasonable, and consistent with R-4 zoning (20). The Mounds View Blvd (north) <br />setback is reasonable, and limited because of the retaining wall. The Woodale <br />Dr (south) setback if approved, would establish a precedence for future <br />structures on this block to reduce from 30' to match the Woodale Apartments. <br />5. Building Height is increased, from 3-stories, to 4-stories. The building is set into the side of <br />a hill, and will appear shorter on the north end. <br />Question: Is the Council supportive of 4-stories? <br />6. Parking is decreased from 350 stalls, to 200 (garage & surface parking). <br />Question: Is the Council supportive of reduced parking (two spaces have been added)? <br />7. Approved Exterior building materials (brick, stone, stucco, glass) is reduced from a <br />minimum 50% per wall, to 45%-60% per wall. "Superior" material may be substituted. In <br />this case, the Developer is requesting that the additional material be accepted (cement <br />board siding, architectural metal, and other accent material). <br />Question: Exterior materials is also subjective. Deviations were allowed on previous <br />PUD's; Caribou Cabin, The Villas of Mounds View. <br />As a PUD, the City Council may require items above and beyond the minimum requirements of <br />the City Code (e.g. additional landscaping & screening). Thus far, no requirements have been <br />made. <br />Summary of November 14, 2022 Public Comments: <br />During the City Council's November 141" meeting, 13 residents spoke during Open Forum in <br />opposition to the project.
