How does the City benefit from this project? <br />Staff Response: After US Highway 10 moved in 1999, County Road 10 (Mounds View <br />Boulevard) traffic decreased by half, forcing many traffic dependent <br />businesses to close. If there is a desire for more businesses (or to keep <br />what we have), they need to be supported by residents, which means <br />adding households. <br />Long-term, once the TIF district expires (20-years), the project will add to <br />the tax -base, thereby decreasing other's share of property taxes. <br />3. Traffic impacts? <br />Staff Response: A Traffic Study is in progress. <br />4. School impacts? <br />Staff Response: Based on Metcouncil household population estimates, the apartment will <br />add 72 school aged children (ages 5-17). Screening (west property line). <br />Staff Response: The west side yard will be heavily planted with spruce trees. The building <br />is tall, and will take many years for the trees to mature and screen the <br />building. The building has a west side yard setback of 26'-8", whereas if it <br />were not a PUD (if zoned R-4), the minimum setback would be 20'.4 <br />Includes The Oasis at Twin Lakes; 254 units affordable.
