Resolution 9653 <br />Page 2 of 4 <br />WHEREAS, the property is zoned Planned Unit Development (PUD), and is within the <br />County Highway 10 Corridor Overlay District; and, <br />WHEREAS, the property is guided Mixed Use in the Comprehensive Plan. It is intended <br />(not required) that development with the Mixed -Use designation be developed as a Planned <br />Unit Development (PUD). The City anticipates that Mixed Use districts will be redeveloped at <br />60% residential and 40% commercial. The density minimums and maximums for the residential <br />portion will be 15 to 50 units per acre. The City seeks to achieve Mixed Use Districts by; <br />allowing development of multiple, complementary uses that support one another. Promoting a <br />walkable, sustainable development pattern that supports alternative forms of transportation <br />(walking, biking, and transit) while still accommodating the automobile; Demanding high quality <br />design to ensure compatibility between residential and commercial uses; Creating attractive, <br />community -oriented development that positively reflects on the identity and quality of life of <br />Mounds View; and, <br />WHEREAS, the Preliminary Plat has been evaluated for compliance with requirements <br />of the Mounds View City Code, §158.020 (Preliminary Subdivision Plan Application), and the <br />Comprehensive Plan. The Preliminary Plat relates to the following Policies and Goals of the <br />Comprehensive Plan: <br />Land Use Policies <br />Goal 1:Stabilize and strengthen neighborhoods <br />• Require impact studies to be competed when considering developments which <br />may significantly affect a surrounding neighborhood <br />Goal 4:Provide accurate, complete, and timely communication with the public through official <br />notices and social media. <br />Housing Policies <br />Goal 1:Support development and redevelopment which accomplishes 2040 forecasted <br />population growth and the supportive land use designations identified in [the <br />Comprehensive Plan]. <br />Goal 2:Maintain the residential character of Mounds View. <br />• Preserve single-family neighborhoods. <br />• Redevelop the Mounds View Boulevard corridor <br />Goal 3: Support a mix of housing types reflective of the needs and desires of the <br />community. <br />Transportation Policies <br />Goal 3:Balance community and commuting needs by enhancing characteristics that improve <br />the City's Boulevard. <br />• When considering subdivisions, require additional right-of-way and realignment <br />of off -set intersections along Mounds View Blvd. <br />
