The Mounds View Vision
A Thriving Desirable Community

Item No: 5.D.
Meeting Date: December 27, 2022
Type of Business: Consent Agenda
Administrator Review ______

City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Rayla Sue Ewald, Human Resource Director
Item Title/Subject: Resolution 9680 Authorize Additional Compensation for Deputy Chief Benjamin
Zender to Work in Higher Job Classification
Introduction:
Chief Nate Harder remains on a leave of absence due to a work related injury. Investigator Jeremy Hellpap was serving
as Acting Chief while Deputy Chief Benjamin Zender was out of state attending training for 10-weeks. Deputy Chief
Zender has returned and has agreed to take on the role of Acting Chief for the duration of Chief Harder’s leave.
Discussion:
It is unknown when Chief Harder will return from his medical leave of absence. Investigator Hellpap successfully
performed as the Acting Chief and agreed to stand down effective December 13, 2022 from the role, and Deputy Chief
Zender has agreed to carry on as Acting Chief effective December 14, 2022. Staff recommends the following wage
increase during the interim period beginning December 14, 2022, lasting until Chief Harder has returned to full duty:

Zender Current Wage (Deputy Chief):
Start
Step 1
6 Months
Step 1.5
1 Year
Step 2
2 Year
Step 3
3 Year
Step 4
4 Year
Step 5
Dep Chief 2022 $47.19 $48.67 $50.14 $53.09 $56.04 $58.99
Dep Chief 2023 $48.61 $50.13 $51.65 $54.68 $57.72 $60.76
Chief Wage Proposed:
Start
Step 1
6 Months
Step 1.5
1 Year
Step 2
2 Year
Step 3
3 Year
Step 4
4 Year
Step 5
Chief 2022 $56.92 $58.70 $60.48 $64.04 $67.59 $71.15
Chief 2023 $58.92 $60.46 $62.29 $65.95 $69.62 $73.28

Staff suggests placing Acting Chief Zender at Step #3 of the Chief wage as of December 14, 2022, where he will receive
an incentive for providing coverage of both positions during the Chiefs absence. When Chief Harder returns to full-time
active duty, Deputy Chief Zender would return to Step 5 of the Deputy Chief Pay Plan.
Strategic Plan Strategy/Goal:
Provide ways for employees to advance in their careers through training, promotions, and other incentives.
Financial Impact:
Length of wage adjustment unknown, and dependent upon Chief Harder’s recovery.
Recommendation:
Staff recommends approval of Resolution 9680 Authorize Additional Compensation for Deputy Chief Benjamin Zender
to Work in Higher Job Classification.
Rayla Sue Ewald
Human Resource Director

Attachment(s):
1) Resolution No. 9680 Authorize Additional Compensation for Benjamin Zender to Work in Higher Job Classification
2) Exhibit A – Personnel Manual Section 2.14 Working in Higher Classification Positions
