BACKGROUND/NOTE: Resolution 9666 was presented and adopted at the December 12, 2022 Council meeting. Council adopted Resolution 9666 with an amendment to remove Curbside for action until their December 27, 2022 meeting. Staff was directed to request owner/representatives to the meeting to address resident concerns. Introduction In accordance with the Mounds View City Code, certain businesses require annual licensing and City Council approval. The City of Mounds View business licenses were before the Council for approval on December 12, 2022. Because Curbside Waste, Inc. was removed from Resolution 9666 for further discussion, it is before you today for reconsideration. Discussion Curbside Waste, Inc. business license renewal was removed from the resolution at your last meeting because of numerous resident complaints. Curbside was asked to have a representative at the December 27th meeting for further discussion and reconsideration. Again, here is the background on recent complaints regarding Curbside: Curbside Waste, Inc. As a reminder, Curbside Waste, Inc. was issued a garbage/recycling hauler’s license in November 2018 after operating in the City of Mounds View without a license. At that time Curbside was providing hauler service to a few Mounds View commercial properties and was first notified that a license was needed in July 2018. Several notices were given, including a letter to Curbside from the City’s Attorney, until the matter was finally resolved in November of 2018. The City become aware of the issue after two individuals, who were planning to go door-to-door and solicit Curbside’s services, came into City Hall inquiring as to why Curbside was not on our City’s Haulers list. The following is a timeline of additional violations since that time: 09/11/2019 Curbside employee reprimanded after knowingly mixing waste and recycling in the same vehicle. The vehicle was stopped and photos taken by our Code Enforcement Inspector.
