Mows viEw <br />City of Mounds View Staff Report <br />Item No: 8A <br />Meeting Date: January 9, 2623 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9687, 9688, and 9689; Community Center expansion <br />exploration, contract approvals for Libby Law Office, Morris <br />Leatherman, and Jill Brown & Associates <br />Background: <br />As part of the Strategic Plan and Comprehensive Plan Council has been exploring an <br />expansion of the Community Center with a focus on adding three additional gyms and <br />corresponding amenities. The expansion envisions a regional facility drawing visitors to the <br />area resulting in investments by the private sector specific to commercial and retail. The <br />expansion would allow increased recreational and entertainment opportunities for Mounds <br />View Residents. <br />The Council authorized and received an economic assessment specific to operations as a <br />regional youth amateur sports venue from CSL earlier this year as part of this exploration. <br />Feasibility of the project is dependent upon State Bonding inclusion, which requires concept <br />drawings, and validated construction cost estimates. The Council has also interviewed and <br />selected a governmental relations firm to assist in the bonding process — Libby Law Office <br />At their September 2022 workshop, council directed staff to seek out up to three architectural <br />firms qualified to provide concept drawing and validated cost estimates and interviewed <br />Adkins, Kodet, and Oertel at their October 2022 workshop. Council further directed staff to <br />have follow up conversations with Kodet and Oertel specific to their experience with project <br />that have received state bonding. <br />At their October 10, 2022 Council Meeting, Council approved a contract with Kodet Architects <br />to develop concept plans and corresponding construction estimates. <br />Kodet has completed that work, sharing the draft plans with Council at their January 3, 2023 <br />workshop. <br />Council also directed staff to explore firms providing community survey work and at their <br />October 3, 2022 workshop, directed staff to move forward with Morris Leatherman for <br />providing services to conduct a statistically valid community survey. <br />As part of that process, Morris Leatherman recommended direct communication with <br />residents with a suggested plan of a mailer in January to residents detailing/explaining the <br />why, with a February communication detailing, specifying the what. In March/April of 2023, <br />Morris Leatherman would proceed with their survey and report to council no later than the end <br />of May. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
