The Mounds View Vision <br />A Thriving Desirable Community <br />Item No: 05A <br />Meeting Date: August 3, 2022 <br />Type of Business Planning Case <br />Planning Case MU2022-002 <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Planning Commission <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Long Lake Cove (update & discussion) <br /> <br /> <br />Introduction: <br />A plat application has been submitted for Long Lake Cove; 7700 Long Lake Road (NW corner of <br />Long Lake Road & County Road I), to include eight townhome units (two 2-unit buildings, and <br />one 4-unit building). A Sketch P lan (7 units) was reviewed by the City Council at its March 7, <br />2022 Work Session. The Council’s consensus was to proceed with the development <br />application, and to amend the City Code as necessary to maximize the number of units that <br />could fit on the lot. <br /> <br />The plans are not ready for action by the Planning Commission. However, since the <br />Commission is meeting anyway, this is an opportunity to provide preliminary <br />comments/recommendations for the Developer’s benefit. <br /> <br /> <br />Discussion: <br />The project will require: <br /> <br />1. Zoning Map amendment, from R-1 Single Family Residential, to PUD Planned Unit <br />Development.1 <br /> <br />2. Comprehensive Plan amendment; (1) (Figure 2-2 Future Land Use), from Single-Family <br />Detached, to Single-Family Attached; and, (2) amendment to change the density of Single <br />Family Attached from 1-5 units per acre, to 1-__ units per acre. 2 3 4 <br /> <br />Question: If Single-Family Detached is guided for 1-5 units p/acre, and Multi-Family <br />is guided for 15-50 units p/acre, then should Single-Family Attached be <br />guided for 1-15 units p/acre (instead of 1-5 units p/acre)? Examples <br />of Single-Family Attached include twin-homes and attached townhomes. <br /> <br />3. City Code amendment, reducing the minimum Residential PUD project size from 3-acres,5 <br />to __-acres (project is 1-acre). <br /> <br />Question: At the time PUD’s were allowed (1980’s), the intent was that they be large <br />projects.
