The City Council will be attending. <br /> <br />Discussion: <br />Based on Staff’s review of YardHomes’ website and its product’s relation to the City Code, there <br />are three applicable types of uses: <br /> <br />Temporary Healthcare Dwelling <br />In 2016, Minnesota Statutes were amended to allow Temporary Family Healthcare <br />Dwellings as a permitted use in all cities, unless the city adopted an “opt out” ordinance, <br />which Mounds View did.1 Temporary dwellings (6-12 months) were to be restricted to a <br />maximum of 300 sq ft, must be attached to a permanent foundation, must have sewer & <br />water, and must be occupied by one resident (maximum) who is physically or mentally <br />impaired. Because of the statutorily 12-month limit, examples of such needs include; <br />physical rehabilitation and hospice care. <br /> <br />Accessory Dwelling Units (ADU) <br />The City Code was amended in 2016 to allow ADU’s in the R-1 district as a permitted <br />use if internal to the home,2 and as a conditional use (CUP) if a home addition.3 <br />Detached ADU’s are not permitted. The intent was to not look like there are two homes <br />on one property. The home or the ADU must be owner occupied.
