Item 05C <br />Page 11 of 17 <br />Estimated project costs are $28.7 million. As an affordable housing project, the developer is <br />requesting Tax Increment Financing (TIF) from the City for $1,817,000 over 20-years, in <br />addition to assistance from Ramsey County (October 2022 application), and the State of <br />Minnesota (January 2023 application). <br />Recommendation: <br />Staff recommends approval, conditioned upon plans being revised prior to City Council action. <br />The Preliminary Plat has minor corrections needed. The PUD and Development Review have <br />missing data (e.g. Usable Open Space calculations, retaining wall & fence height) which are <br />necessary. <br />This is a PUD. The intent of a PUD is to allow deviations from the minimum standards of the <br />City Code to achieve a more desirable project. It is a give and take process. The property has <br />unique qualities, with frontage on busy Mounds View Boulevard, and quiter Woodale Drive. It is <br />adjacent to single-family homes, and across from a car dealership and plasma donation center. <br />The Commission should consider how this 4-story apartment building can merge into the <br />neighborhood, limiting negative impacts while rejuvenating the Mounds View Boulevard corridor. <br />As well as, what attributes will make this project a sustainable and desirable place to live 30+ <br />years from now. <br />The Planning Commission may; <br />1. Recommend approval for all or part of the Resolution; <br />2. Recommend denial (with Findings) for all or part of the Resolution; or, <br />3. Table action (to November 16th) if more information is needed before making a <br />recommendation <br />The City Council will discuss this item at their November 7, 2022 Work Session.
