The project will feature senior (55+), affordable housing. <br />The project has two parts; (1) subdivision; and (2) everything else. For the purposes of the <br />Planning Commission, both are grouped into one resolution. They will be separated for the City <br />Council's public hearings. The subdivision is applicable to both The Villas and Bio-Clean, <br />whereas "everything else" is applicable to The Villas only. <br />Specific to the Subdivision, there are a number of revisions necessary. Staff's intent is for the <br />Developer to complete necessary items prior to the City Council's November 22nd Public <br />Hearing, and for the Subdivision to be approved with conditions requiring administrative <br />review/approval. This is necessary to keep the project on schedule for applying for financial <br />assistance from the State by January, 2022. <br />Discussion: <br />The plat; Skyline, will combine four parcels into Lot 1 for The Villas of Mounds View (apartment <br />building), and will add land onto the Bio-Clean property (Lot 2). <br />Bio-Clean installs industrial washing equipment into the backs of straight trucks (large cargo <br />vans), and has been at this location since 1981. Bio-Clean is planning a building addition within <br />2-3 years. Depending on the size of the addition, it is likely it will require a Development Review <br />at that time (not now).
