Item 05B <br />Page 9 of 16 <br />Drainage <br />Community Facilities <br />Park Dedication' <br />27 Mounds View <br />28 Mounds View <br />29 Mounds View <br />30 Mounds View <br />31 Mounds View <br />i ne rwounus view v <br />A Thriving Desirable <br />Permit.27 28 The proposed apartment building is set back about <br />95' from the wetland. <br />A Wetland Alteration Permit requires29 (summarized) that the <br />project not reduce the flood storage capacity of the wetland, or <br />reduce the wetland water quality or wildlife habitat value, and be in <br />compliance with the Local Water Management Plan. In general, <br />the intent is to leave the wetland undisturbed. <br />There will be no construction impacts to the wetland. <br />On site drainage will be through a storm water infiltration basin to <br />be located north of the driveway. The Developer has applied for a <br />Watershed Permit through the City/RCWD (joint review). <br />The City Engineer's review of the Watershed permit notes that <br />drainage to the wetland will be decreased by 75%, and <br />recommends increasing drainage (suggests draining rooftop <br />stormwater into wetland). The City Council will review the <br />Watershed Permit application on November 22nd. Action on the <br />watershed permit (joint city/RCWD review) has been requested to <br />be tabled by the City Engineer. <br />Amenities for The Villas include: <br />• Dog Park (outside) <br />• Bike storage (garage) <br />• Mail & package room (1st floor) <br />• Activity Room, Fitness, Room, Library (2nd floor) <br />• Community Room (3rd floor) <br />• Sunroom, Family Dining Room, Guest Suite (4th floor) <br />The apartments are on an existing trail system along Old Highway <br />8, connecting to a planned expansion of the Rice Creek North <br />regional trail, along County Road H. <br />MTC Route 804 serves Old Highway 8, between the County Road <br />H Park & Ride, and Saint Anthony Village. <br />The City may require a park dedication up to 10% of the land, or <br />fee in lieu. Staff recommends requiring a fee in lieu. The <br />Residential fee is $3,500 per unit. The Commercial/Industrial fee <br />is 10% of the Estimated Market Value of land.
