Boarding/training will take place inside of the building. A fenced area will be <br />constructed behind the building for use by the dogs to relieve themselves. <br />Discussion: <br />Fedor's Market operated between 1961 and 2016. The property was sold in July, 2021. The <br />owner; Andrei Bortnov (BBAK Ventures, LLC) is renovating the building for two tenants; a <br />kennel boarding/training business (Paul Holt); and a furniture store. <br />The applicant will use about 1,300 sq ft of the 6,000 sq ft building. There is planned to be up to <br />ten dogs boarded at one time. <br />Analysis: <br />The property is zoned B-2 Limited Business. Within B-2, an Animal Boarding Facility (along <br />with Veterinary Clinics)' requires a Conditional Use Permit (CUP). There are six conditions, <br />primarily relating to having adequate indoor ventilation and not creating a nuisance when <br />outdoors. <br />(1) Noise and odor are effectively confined to the premises in accordance with Ch. 91 of <br />this code of ordinances [Chapter 91: Health and Sanitation; Nuisances]; <br />(2) A mechanical ventilation or exhaust system shall be installed to control, capture and <br />remove emissions or odors generated by the use. The systems shall be separate from <br />other ventilation systems in the building. The system shall be designed to prevent the <br />migration of emissions or odors to other parts of the building. Installation must comply <br />with Minnesota Building Code Mechanical Systems, Ch. 1346 [Chapter 1346; Minnesota <br />Mechanical and Fuel Gas Codes]; <br />(3) All animal boarding activities shall be conducted indoors, except for necessary outdoor <br />exercise. At no time shall any animal be left unsupervised while outdoors; <br />(4) Outdoor exercise shall be conducted so as not to unreasonably annoy, injure or <br />endanger the health, safety, comfort or welfare of the public; <br />Mounds View City Code 160.012 (Definitions): ANIMAL BOARDING FACILITY. A commercial establishment in <br />which domesticated animals are housed for a fee or compensation. Domesticated animals include dogs, cats or <br />rodents such as rabbits, guinea pigs, hamsters, gerbils or other animals that are typically confined to a cage or <br />other enclosure. <br />The Muunus view vision <br />A Thriving Desirable Community <br />
