Item 05A
(5) All animal boarding facilities shall comply with the nuisance codes established for the
city; and
(6) All animal boarding facilities shall comply with the state's Pet and Companion Animal
Welfare Act (M.S. §§ 346.35 through 346.44, as they may be amended from time to
time). 2
The outdoor area (L-shaped) between the building and garage is about 15' in depth, and about
10' in depth behind the garage. This area will be fenced. There is an apartment building to the
west, which would be most affected. Dogs will be supervised at all times, when outdoors.
Staff recommends that either the fencing be solid, or that pine trees be planted between the
kennel and the adjacent apartment building.
There are eleven parking stalls in front of the building. Parking requirements for animal
boarding and the furniture store, are based on factors unknown at this time. The building owner
and tenants do not have a final plan as to how the building will be divided for each use, which
would be used to calculate parking requirements. In Staff's opinion, parking should be
adequate for these two tenants, although it will not comply with the City Code (estimate
requiring 16 stalls for Animal Boarding, and 47 for Furniture Store.). 3
Strategic Plan Strategy/Goal:
Continue BR&E program, maximize utilization of development space and current list of available
sites, encourage land owners to maintain their properties, & consider residential redevelopment.
Financial Impact:
N/A
Recommendation:
Staff recommends approval.
The City Council will conduct a Public Hearing on Monday, November 22nd
Respectfully,
'4.--4Q4S49
Jon Sevald, AICP
Community Development Director
ATTACHED
Aerial Map
Site Photos
Applicant's letter
Resolution 1140-21
2 MN Statute §346.39 (Dogs and Cats) provides the care standards for the keeping of dogs and cats.
3 Mounds View City Code §160.342 Schedule of Off -Street Parking requirements)
Office building, animal hospital and professional office; Three spaces, plus one space for each 175 square feet
of floor area.
