Resolution 1140-21, Recommending Approval of a Conditional Use Permit <br />for an Animal Boarding Facility at 5491 Adams Street <br />Community Development Director Sevald stated Fedor's Market operated between 1961 and <br />2016. The property was sold in July, 2021. The owner; Andrei Bortnov (BBAK Ventures, LLC) <br />is renovating the building for two tenants; a kennel boarding/training business (Paul Holt); and a <br />furniture store. The applicant will use about 1,300 square feet of the 6,000 square feet building. <br />There is planned to be up to ten dogs boarded at one time. Staff commented further on the <br />request and recommended approval of the Conditional Use Permit. <br />Commissioner Monn requested the tenant come up and provide the Commission with more <br />details regarding his plans. <br />Paul Holt, 4315 Chasworth Street North in Shoreview, explained he would like to open a dog <br />boarding and training business. He stated he would be boarding five dogs to start with in hopes <br />of having as many as 10. He noted he would be using the outdoor area for dog exercise and <br />bathroom. He reported the majority of his training would be conducted offsite at his clients' <br />homes. <br />Commissioner Monn questioned what type of training would be provided. Mr. Holt stated he <br />provides dog obedience training onsite and specialized training would be provided in his clients' <br />homes. <br />Commissioner Monn inquired if dogs would be left alone overnight when boarded. Mr. Holt <br />commented he has plans to grow his staff over time in order to provide 24 hour care for the <br />boarded dogs. <br />Commissioner Monn asked if the garage would remain in place. Community Development <br />Director Sevald reported the garage would remain in place. <br />Commissioner Monn requested further information regarding the proposed fence. Mr. Holt <br />reviewed the proposed location of the fence and noted the chain link fence would be six feet in <br />height. <br />Commissioner Nelson questioned how old the existing garage building was. Andre Bortnov, <br />property owner, explained the existing garage was approximately 15 years old and has some sort <br />of composite siding. <br />
