Mounds View Planning Commission November 3, 2021 <br />Regular Meeting Page 3 <br />Commissioner Nelson discussed the concerns he had regarding dog waste and how it would <br />quickly impact the exercise/turf area on the property. He also feared that the dogs would be <br />peeing on the garage siding. Mr. Holt stated the dogs would be taken out one at a time and could <br />be kept away from the garage. <br />Commissioner Nelson encouraged Mr. Holt to consider having concrete in the exercise area in <br />order to assist with addressing the waste and odor concerns. Mr. Holt believed the natural grass <br />was a better location for pet waste than concrete. <br />Commissioner Munson stated overtime the pet waste would become an issue. She discussed <br />products that were available to assist with cleaning surfaces while also neutralizing odors. <br />Commissioner Monn recommended a ventilation system be put in place within the building. Mr. <br />Bortnov reported he would be working with a contractor to ensure the building met all <br />ventilation requirements. <br />Commissioner Monn reported there was not a lot of space for parking on this property. Mr. Holt <br />commented it would be rare that he would have two clients onsite at once. He indicated he was <br />hoping to have a designated parking space for his clients. Mr. Bortnov reviewed the number of <br />parking spaces on the property. <br />Commissioner Monn recommended the fence along the apartment being wooden with chain link <br />on the other sides. Mr. Holt stated he could talk to his contractor regarding this change. <br />Commissioner Monn questioned if the property would have any landscaping. Mr. Holt explained <br />one of his clients would be helping him with landscaping the building. <br />Commissioner Monn inquired if Mr. Holt would have his own trash pickup. Mr. Holt reported <br />this was the case. <br />Commissioner Nelson expressed concern with the fact there would be no buffer zone in place <br />noting this use could generate a great deal of noise given the fact the dogs were untrained. Mr. <br />Holt stated he was planning to install acoustic tiles to assist with noise concerns. <br />Commission Nelson supported there being a landscaping buffer in place between the dog kennel <br />and the adjacent property. <br />Further discussion ensued regarding the kennel operations. <br />Commissioner Munson questioned what the typical length of stay would be for boarded dogs. <br />Mr. Holt estimated this would be three to five days. <br />MOTION/SECOND: Commissioner Monn/Commissioner Farmer.
