MOUNDS VIEW PLANNING COMMISSION <br />RESOULTUION 1137-21 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION RECOMMENDING AMENDING THE <br />CROSSROAD POINTE PUD NARRATIVE <br />WHEREAS, the applicant, Corey Gerads (Alliance Building Corp.), representing <br />property owner, Crossroads Pointe MV LLC; is requesting an Amendment to the Crossroad <br />Pointe PUD Narrative, on property located at 2390 Mounds View Boulevard, legally described <br />as: <br />PID: 08-30-23-31-0078 <br />Lot 1, Block 1, Crossroad Pointe <br />WHEREAS, a Planned Unit Development (PUD) was approved for Crossroad Pointe <br />(now known as Gray Stone Flats) in 2019 (Resolution 9132). The PUD Narrative (#6) specifies <br />Dimensional Requirements; and, <br />WHEREAS, the building foundation as constructed, deviates from these Dimensional <br />Requirements, for which the applicant is requesting to amend the PUD Narrative, to be <br />consistent (reduces north side yard building foundation setback from 17' to 14.5', and east side <br />yard building foundation setback from 27' to 26.5'). Additionally, at the time the PUD Narrative <br />was approved, the Landscaping Plan did not include details on fence height for the pet exercise <br />area, tot lot, and other areas of the yard. The applicant is requesting to maintain a 5' tall chain - <br />link fence around the pet exercise area; to install a similar 5' tall chain -link fence around the tot <br />lot (both for safety reasons); and to install an 8' tall segmented panel fence in portions along the <br />north property line (County Road H2) for aesthetic reasons; and, <br />WHEREAS, the Mounds View Municipal Code §160.315(B) intends PUD's to <br />encourage; (2) Higher standards of site and building design through the use of trained and <br />experienced land planners, architects and landscape architects. (10) To allow variation from the <br />provisions of this chapter, including setbacks, height, lot area, width and depth, yards and the <br />like; and, <br />WHEREAS, the Mounds View Municipal Code § 160.302 (Special Procedures) includes <br />PUD amendment procedures, referencing § 160.450(E) (Adverse Effects), and § 160.450(G) <br />(Findings of Fact).
