The
Developer submitted required materials as part of the plat application package, on
October 4, 2021. Mounds View City Code §159.007(C)(3) (Building
Setback) requires a minimum 100' building setback from a wetland, unless a Variance is
granted by the City Council through an approved Wetland Alteration Permit. The
proposed building on Lot 1 has a setback of about 95' from the delineated wetland.
Mounds View City Code §159.008(D) (Standards for approval of permits) establishes
Findings for the City Council's approval of a Wetland Alteration Permit. The wetland has a bottom elevation of 889'. The project is in Flood
Zone X. The nearest Floodplain (Zone AE) has a base elevation of 874' (e.g. the
wetland is upstream from Zone AE).
NOW, THEREFORE BE IT RESOLVED THAT the Planning Commission
recommends approval of a Wetland Alteration Permit with the following conditions;
27.
