Res 11443-21 <br />Page 2 of 2 <br />• Establish and preserve neighborhood character through public investments identified in <br />the Capital Improvement Program (CIP). <br />• Ensure redevelopment complements adjacent land uses and character. When considering <br />development, preserve vegetative buffers between different land uses when possible and <br />establish vegetative buffers when none exist. <br />Goal 3: Strategically invest in redevelopment opportunities. <br />• Identify sites deemed blighted or detracting from the city's character for potential facade <br />improvements. <br />• Map opportunities to assemble properties. <br />■ Encourage affordable housing in redevelopment. <br />• Meet the City's goals of creating livable wage jobs on redeveloped sites. <br />• Support new industrial businesses. <br />FINDINGS: The proposed sale of real property, and related re -development; (expansion of Bio- <br />Clean; and development of The Villas of Mounds View a 120-unit workforce housing <br />project), will stabilize the neighborhood in comparison to the previous Skyline Motel; <br />will complement adjacent uses (e.g. industrial and manufactured home park); is mapped <br />for redevelopment (Comprehensive Plan, Figure 2-1: Potential Redevelopment Sites); <br />encourages affordable housing (e.g. 120-unit The Villas of Mounds View); may create <br />livable wage jobs (e.g. expansion of Bio-Clean Mobile Wash); and supports industrial <br />businesses (e.g. Bio-Clean Mobile Wash). <br />Housing Goals and Policies <br />Goal 1: Support development and redevelopment which accomplishes 2040 forecasted population <br />growth and the supportive land use designations identified in this plan. <br />Goal 3: Support a mix of housing types reflective of the needs and desires of the community. <br />FINDINGS: The proposed sale of real property and related re -development; supports redevelopment, <br />and contributes to the 2040 forecasted population growth. The Comprehensive Plan <br />Table 1-1 (Projections Forecast Year) forecasts the addition of 220 households and 200 <br />residents between the years 2020 — 2040. The planned The Villas of Mounds View <br />project will add 120 households, and 223 residents (based on Metropolitan Council's <br />2019 Household Size by Unit Type). The redevelopment project supports a need for <br />additional affordable housing. <br />NOW, THEREFORE, BE IT FINALLY RESOLVED, that the Mounds View Planning <br />Commission directs Staff to forward this resolution to the City Council prior to approval of the minutes. <br />Adopted this 17TH day of November 2021. <br />Gar+lun�le, Chair <br />ATTES • =. <br />ty Development Director <br />(SEAL) <br />
