Resolution 1152-22 <br />Page 2 of 3 <br />WHEREAS, the Mounds View Planning and Zoning Commission has reviewed the Applicant's <br />request for Preliminary and Final Plat approval, the Staff Report, and in consideration of public <br />testimony, recommends the following Findings (italics): <br />LAND USE POLICIES <br />Goal 1: Stabilize and strengthen neighborhoods <br />Ensure redevelopment complements adjacent land uses and character. When considering <br />development, preserve vegetative buffers between different land uses when possible and <br />establish vegetative buffers when none exist. <br />Findings: Redevelopment (re -platting) will have no impact to adjacent uses and character. <br />HOUSING POLICIES <br />Goal 2: Maintain the residential character of Mounds View <br />Preserve single-family neighborhoods. <br />Findings: Redevelopment (re -platting) will have no impact to the surrounding residential <br />character. <br />WHEREAS, a Public Hearing is to be held on Monday, November 14, 2022 at 6:30 PM. A Public <br />Hearing Notice was published in the October 25, 2022 Shoreview Press, and mailed to property owners <br />within 350' of the subject property; and, <br />NOW, THEREFORE, BE IT RESOLVED, the Mounds View Planning and Zoning Commission, based <br />upon the above Findings, the Staff Report, and in consideration of public testimony, hereby <br />recommends Approval of the Preliminary and Final Plat of STELLMAKER ADDITION, with the following <br />conditions: <br />1. The Developer shall satisfy all requirements made by the City Attorney as stated in the Plat <br />Opinion, dated October 19, 2022, or as amended by the City Attorney. <br />2. Upon Final Plat approval the Developer shall reimburse the City for review fees by the City <br />Attorney, City Engineer, and any consultants, if in excess of the $1,000 Subdivision Escrow paid <br />October 3, 2022. <br />NOW, THEREFORE, BE IT FINALLY RESOLVED, that the Mounds View Planning <br />Commission directs Staff to forward this Resolution to the City Council prior to approval of the <br />minutes. <br />
