EXECUTIVE SUMMARY <br />This report presents the results of the work to develop an analysis method and associated tool for <br />estimating the impacts of heavy vehicles on pavement structures on local roads such as county <br />highways and city streets. The impacts are predicted in two ways: the additional bituminous <br />material that would have been designed into the pavement structure if the additional heavy <br />vehicles had been anticipated at design time; and the portion of the pavement's design life <br />consumed by the additional, unanticipated heavy vehicles. The tool also predicts the additional <br />degradation in terms of pavement condition index, provided that the user's pavement <br />management database contains enough historical information for a prediction to be made. <br />The expected uses of the analysis and associated tool include evaluating the impacts of new <br />distribution centers or warehouses, large industrial areas, and siting of hog farms or ethanol <br />plants, etc. Additionally, the tool may be used for short-term analyses such as the construction <br />traffic associated with wind farm construction. <br />
